The Bihar Cabinet, chaired by Chief Minister Samrat Choudhary, approved 30 proposals at a meeting at the Main Secretariat in Patna on 30 September 2026. The decisions span clean energy, rural electricity, policing, roads, social welfare and taxation.

Clean energy push

  • Bihar Green Hydrogen Policy, 2026: The draft policy was approved to promote green hydrogen, attract private investment, reduce dependence on imported natural gas and cut carbon emissions.
  • Solar power for farm feeders: A grant of Rs 2,761.55 crore was cleared to solarise the remaining 2,554 agricultural feeders, with solar plants of about 2,585 MW combined capacity. Solar-powered feeders are meant to give farmers a more reliable daytime power supply for irrigation.

The Cabinet also accepted recommendations of the 7th State Finance Commission and approved leasing land to the Inland Waterways Authority of India, among other items.

Why it matters

Bihar has limited fossil fuel and large-hydro resources, so the state is turning to solar and green hydrogen to meet rising power demand. The feeder solarisation plan targets agriculture directly, while the ATF tax cut is aimed at making flights from Bihar's airports cheaper for airlines to operate.

What happens next

Departments will now issue notifications and tenders for the approved projects. Details of incentives under the green hydrogen policy are expected once the policy is formally notified.
